final design plans presented city in november 1987 called 312,000 square feet (29,000 m) open-air shopping center approximately 2,000 feet (610 m) long, set tv highway, additional 6 buildings closer highway. announced mall named sunset esplanade , target , lamonts had been signed tenants. development expected cost $22 million build, , once open, create 770 full-time jobs. planning commission approved plans on six-to-one vote month, construction expected start in spring 1988 , finished february 1989. developers purchased land mall in february 1988. designs called target have 102,000 square feet (9,500 m) store , lamonts have 45,000 square feet (4,200 m) store, space 3 other anchor tenants.
in january 1989, retailer payless drugs began using new store format, first store in oregon new style being new store @ esplanade opened in august 1989. developers, real property resources inc., sold esplanade in november 1989 between $21 , $25 million undisclosed california trust. deal went far real property resources obtaining convertible mortgage on property. deal then-344,232 square feet (31,980.2 m) center not have included target store, retailer owns own 101,909 square feet (9,467.7 m) store along 8 acres. other tenants @ time included safeway, lamonts, pay less, , seafirst bank.
