in 1866, dolph elected oregon state senate republican representing multnomah county. returned legislature in 1872, , served during 1874 session, both times in state senate. gave speech in mcminnville, oregon, @ mcminnville college (now linfield college) on may 31, 1882 @ laying of cornerstone first building on campus, known today pioneer hall.


in 1882, elected united states senate oregon legislative assembly in contest drew national attention. dolph not considered candidate when deliberations began @ state capital, state republican leaders elected him six-year term. became chairman of united states senate committee on coast defenses in forty-ninth through fifty-second congresses , united states senate committee on public lands in fifty-second congress. dolph re-elected in 1888 second six-year term, did not win re-election in 1894 , in total served in senate march 4, 1883, march 4, 1895.
