prior professional experience

figueres began public service career minister counselor @ embassy of costa rica in bonn, west germany, 1982 1985. directed work of departments of embassy, , re-negotiated terms of technical assistance, development finance , cooperation between both countries.

returning costa rica in 1987, figueres named director of international cooperation in ministry of planning. there designed , directed negotiation of comprehensive financial , technical cooperation programs 8 european countries (total investment $90 million), , supervised evaluation of national technical , financial assistance requests. year later made chief of staff minister of agriculture. supervised execution of 22 national programs involving training, credit , marketing (credit portfolio $200 million). reorganized minister s bureau greater teamwork , productivity, , designed coordination strategies among 3 major public institutions in sector, eliminating duplications of services , contradictions in policy.

in 1989 figueres moved husband washington dc, , several years devoted herself upbringing of 2 daughters, naima born in march 1988 , yihana born in december 1989. @ same time pursued interest in institutional re-structuring , effectiveness building first attaining certification in organization development georgetown university in 1991, , certificate in organization , systems design gestalt institute of cleveland in 1993.

in 1994, figueres re-entered professional life , became director of technical secretariat of renewable energy in americas (reia) program, today housed @ organization of american states (oas). promoted hemispheric policies advance use of renewable energy technologies in latin america, identifying barriers investment , possible solutions. developed coordination mechanisms among various , latin american agencies active in field through close working relationships governments , private sectors of chile, peru, argentina, mexico, , central america.

in 1995 figueres founded , became executive director of center sustainable development in americas, non profit organization dedicated promoting participation of latin american countries in climate change convention. figueres developed , led 4 programs of center: capacity building, policy reform, project preparation , carbon finance. of main accomplishments are:

conceived , established first ever carbon finance program in developing world: latin american carbon program (plac) within andean development corporation (caf). 1999
successfully negotiated first emission reduction purchase agreement between industrialized country , regional development bank. agreement assigned andean development corporation (caf) 45 million euros purchase emission reductions in latin america on behalf of government of netherlands. 2001
designed , performed capacity building activities on climate change, sustainable energy , conservation on 5 hundred professionals public , private sectors, civil society throughout latin america. 1995–2003
envisioned , helped establish national climate change programs in guatemala, panama, colombia, argentina, ecuador, honduras, el salvador , dominican republic.1998–2007
envisioned , supervised creation of first electronic climate change information system specializing on clean development mechanism.
supervised preparation of 6 greenhouse gas reduction projects in energy , industry sectors, approved initiative of joint implementation.
conceived , lead preparation of focades, innovative fund promotion of biodiversity , clean energy projects in central america, total capitalization of $15 million. 1995

international negotiator

representing government of costa rica, christiana figueres negotiator of united nations convention on climate change 1995–2010. in 1997 provided critical international strategy achieving developing country support , approval of kyoto protocol , clean development mechanism (cdm). 2007 2009 vice president of bureau of climate convention, in representation of latin america , caribbean. on years chaired numerous international negotiations:

chair of contact group on guidance cdm executive board: nairobi, december 2006; poznan, december 2008; copenhagen, december 2009.

chair of contact group on flexibility mechanisms post 2012 regime, bonn in june 2008, accra, ghana in august 2008, , poznan in december 2008.

member of friends of chair group negotiated bali action plan long term cooperative action of nations, bali, indonesia, december 2007.

programmatic cdm

aware developing countries need additional support undertake mitigation efforts go beyond traditional single-site cdm projects promotion of climate friendly policies , measures, in 2002 figueres proposed sectoral cdm under developing countries encouraged develop regional or sectoral projects may result of specific sustainable development policies. in 2005 published groundbreaking study proposing programmatic cdm whereby emission reductions achieved not 1 single site, rather multiple actions executed on time result of government measure or voluntary program. conceived programmatic cdm way mobilize mitigation activities highly dispersed , directly benefit user, such distributed renewable energy , end use energy efficiency, thereby bringing benefit of cdm household , small/medium enterprise level. programmatic cdm not expands sustainable development impact of cdm, allows scaling of emission reduction activities in sectors while reducing transaction costs, , enables transition more ambitious developing country emission reduction programs.

in december 2005 figueres took idea cop/mop 1 in montreal, , achieved support on behalf of group of 77 , china. took lead of negotiating concept various groups of industrialized countries, attaing cop/mop decision allow programs of activities in cdm (paragraph 20 of decision cmp.1). 2 years later, member of cdm executive board, achieved consensus on rules , procedures submission of programs of activities in cdm. programmatic cdm recognized 1 of innovative reforms of cdm.

private sector

christiana figueres has not been active in public arena , in field of ngos, in 2008 , 2009 collaborated actively private sector companies aligned climate friendly goals. figueres served senior adviser c-quest capital, carbon finance company focusing on programmatic cdm investments. principal climate change advisor endesa latinoamérica, largest private utility in latin america operations in argentina, brazil, chile, colombia , peru. vice chair of rating committee of carbon rating agency, first entity apply credit rating expertise carbon assets.
