each of fifty-nine community districts has community board composed of 50 volunteer members appointed local borough president, half nominations council members representing community district (i.e., council districts cover part of community district). community boards advise on land use , zoning, participate in city budget process, , address service delivery in district. community boards act in advisory capacity, wielding no official authority make or enforce laws.
