history

the ocpd s public integrity unit traces history earliest day s of department. during world war era, rules governing conduct of officers strict. smoking while in uniform strictly prohibited , officers barred working other jobs. department rule book time states, members of police department shall considered on duty , same responsibility suppression of disturbance , arrest of offenders rests upon them when not in uniform when on post of duty.

allegations of misconduct investigated ocpd s office of professional standards (ops). office composed of supervisors, work in conjunction specialized detective units investigate claims of misconduct, including both criminal or unprofessional in nature. following investigation office of professional standards, citizen s advisory board, composed of 11 civilians community, reviews allegations , findings of investigation. following review, civilian board may submit recommendations chief of police or city manager.


body worn cameras

in 2015, department announced plans implement body cameras patrol officers initial pilot program lasting year, followed wider adoption. use of these cameras suspended less year later due disagreements between department , oklahoma city fraternal order of police.


notable cases

in december 2010, department agreed formally apologize , pay $30,000 woman mistakenly arrested in front of grandchildren in 2009, after name incorrectly entered database police clerk.


in july 2011, oklahoma city police arrested twenty children waiting outside movie theatre after movie ended. charged curfew violations, although arrests happened twenty minutes before 11:00pm deadline. police chief bill citty admitted officers involved made mistake.


in march 2012, officer roland benavides convicted of gambling offenses , given five-year deferred sentence. had resigned force preceding january, after caught.


in august 2012, sergeant maurice martinez plead guilty 12 counts of sexual abuse of foster children in care.


in december 2015 officer daniel holtzclaw convicted of 18 charges of rape or sexually assault against multiple women (ranging in age 17 57) on patrol route. investigations showed holtzman had run background checks on of victims, targeting women criminal records. holtzclaw fired department before trial began in january, , after guilty verdict returned, police chief citty issued statement satisfied jury s decision , firmly believe justice served .
