cuba has elected national legislature, national assembly of people s power (asamblea nacional del poder popular), has 612 members, elected every 5 years , holds brief sessions ratify decisions executive branch. national assembly convenes twice year in ordinary periods of sessions. however, has permanent commissions after issues of legislative interest. among permanent or temporary commissions in charge of issues concerning economy, sugar industry, industries, transportation , communications, constructions, foreign affairs, public health, defense , interior order. national assembly has permanent departments oversee work of commissions, local assemblies of people s power, international relations, judicial affairs , administration.


article 88(h) of constitution of cuba, adopted in 1976, provides citizen proposals of law, prerequisite proposal made @ least 10,000 citizens eligible vote. in 2002 supporters of movement known varela project submitted citizen proposal of law 11,000 signatures calling national referendum on political , economic reforms. government response collect 8.1 million signatures request cuba s national assembly enact constitutional amendment making socialism unalterable feature of cuban government.
