in 1908, new york state legislature created route 36, unsigned legislative route extended owego seneca falls via candor, ithaca, , ovid. south of romulus, route 36 utilized ny 96 , ny 96b. when first set of posted routes in new york assigned in 1924, owego–interlaken , ovid–romulus portions of legislative route 36 became part of ny 15, began in owego , proceeded northwest romulus rochester way of waterloo, phelps, victor, mendon, , pittsford. mendon rochester, ny 15 followed path of legislative route 14, highway dating 1908 continued south mendon on ny 64 , used monroe avenue between pittsford , rochester. section of ny 15—from village of phelps east ny 14—utilized had been designated part of legislative route 6-a 1911 1921.


by 1926, ny 31 assigned across western , central new york, utilizing monroe avenue downtown rochester pittsford. although ny 96 s modern routing via east avenue state-maintained , formerly part of legislative route 20 current ny 31f westward, ny 15 remained on monroe avenue, creating overlap between ny 15 , ny 31. realigned @ point between 1927 , 1932 follow east avenue rochester instead. in southern seneca county, ny 15 passed through lodi on way interlaken ovid. realigned in late 1920s bypass lodi northeast on former alignment of legislative route 36.



the junction of ny 64 , ny 251 in mendon. prior 1930, ny 15 entered intersection east (right) , left north (straight).


in 1930 renumbering of state highways in new york, ny 15 remained intact. change made @ time straightening out of victor–pittsford segment, bypassed mendon in favor of more direct alignment between 2 villages via bushnell s basin. former alignment of ny 15 became part of ny 251 east of mendon , part of ny 64 north of hamlet. us 15 extended new york c. 1939; replaced ny 2, had extended pennsylvania state line rochester. ny 15 renumbered ny 2 eliminate numerical duplication u.s. highway.


the ny 96 designation assigned present-day ny 2 ny 7 in troy route 2 @ massachusetts state line. in 1942, alignments of ny 2 , ny 96 swapped, placing ny 96 on owego–rochester routing. major change ny 96 since time came in 1950s, when route realigned between candor , ithaca follow new routing via spencer. candor–spencer portion of alignment had been part of ny 53 during 1920s , part of ny 223 since 1930. ny 223 truncated current eastern terminus @ ny 224 near van etten part of ny 96 s realignment. between spencer , ithaca, ny 96 overlapped ny 34, had occupied segment of highway since 1930 renumbering.


in 1950s, ny 96 temporarily moved onto eastern expressway sections of freeway opened traffic. first section extended bushnell s basin ny 31f , opened traffic in mid-1950s, @ time ny 96 routed onto new highway , ny 252 , ny 64 extended eastward , northward, respectively, cover ny 96 s old surface alignment. ny 31f, meanwhile, truncated begin @ expressway. northwest extension can of worms completed c. 1957 realignment of ny 96, resulting in re-extension of ny 31f original terminus , extension of ny 64 along east avenue eastern edge of rochester. ny 64, ny 96, , ny 252 restored pre-1950s alignments c. 1961 when freeway designated i-490.
